Rock Hill Schools came to its superintendent search from a difficult starting point. The South Carolina district had cycled through several superintendents in a short period. Its interim leader was capable but uninterested in the permanent role. The Board itself was divided over financial concerns. The Board ultimately selected Dr. Deborah Elder, drawing from a pool of 25 candidates recruited from 17 states.
